予定していた埋め立て工事の着工が見送られた。

上関原発を計画する中国電力の海面埋め立て工事に対する抗議行動には、原発の点検作業を体験して放射線の怖さを知ったというお年寄りが連日参加している。祝島に住む磯部一男さん（８６）。疲れをおして、「命がけです」という必死の抗議を続ける。
磯部さんは７８年１２月から約３カ月間、福島県の東京電力福島第一原子力発電所２号機の復水ポンプの修理や点検作業の下請け作業員として、原発の炉心近くで働いた。
磯部さんの話では、担当したのはポンプのパッキンの部分を溶接する作業だった。１回に１５分から３０分の作業で放射線被曝（ひばく）を知らせる警報器が作動したことを覚えている。放射線作業の管理手帳には、合計８５０ミリレムの被曝量が記録されているという。
磯部さんは、自らの体験から「原発は、中国電力がいうほど安全なものでは決してない」と、島の人々に語り伝えてきた。祝島には、出稼ぎで原発での作業を体験した人が他にもおり、中には、がんで亡くなった人もいるという。
建設予定地は、祝島から約４キロの場所。「自宅の庭先に原発をつくるようなもの。窓を開けると原発が見えることになる」と磯部さん。中国電力が作業を試み始めた１０日から毎日早朝に起き、妻マツエさん（８５）の手づくり弁当を持って抗議に駆けつける。民主党を中心にした政権が誕生し、「情勢が変わることに期待をかけています」と元気に話している。
